costs up front after two years of paying my permit and paying in excess of 2,000, dpw informed me the police department committed an error. it was in violation of the municipal police code. dpw senior managers waived the nee on a new location but couldn't approve a refund. the claim was dean nied. michelle wu, the hearing officer, dpw, gave me the option to finish out the year at dolores park or choose a new location. many of the prime locations have been occupied over the years, and the new regulation doesn't require you to pay a $10,000 fee. do you think the city has given me back the money? and to this day, i still don't have a comparable location. mistakes happen and that's why i wasn't seeking additional damages. i just wanted the money back that i paid. i realize each of you are extremely busy. i know you have to choose which issues to get involved in. remember which issues you also ignore speak volumes of your character. i can only hope these things from a leader that you feel this is important in maintaining high ethics, that you see the importance of taking action for sma

plan for that in a minute. other work we've done worked with dpw to develop an initial design concept for that connector road to show it's a feasible concept. we've done two rounds of extensive community outreach to share our work as well as interagency coordination with dpw, mta, cal train as well as other local agency partners. diving a little more into the community outreach we've done, we have worked through two prerobust rounds of outreach. first of those were back in spring. we did an open house and other presentation to present the work we had done in the first few months after we got that appropriation and get the community's feedback. we came back to the community in november to present our draft back recommendation how we incorporated a lot of that community feedback before coming here to the board. each of those rounds included an open house with pretty good solid participation as well as notification for that each round including multilingual efforts with efforts to everyone within a half a mile. additional fliers and businesses, neighborhoods, churches, community groups t

[laughter] >> it's great to see all of you here today. you know, earlier this year, particularly during the budget negotiations, supervisor carmen chu and i and a number of other supervisors engaged in a lot of discussions about what our neighborhood small businesses could benefit from as we saw indications of our budget recovery. and clearly we understood and have always understood the role of small businesses. and they're the backbone of the city and our office of economic development was headed by todd who is here and joaquin is helping out with the investment neighborhood strategy. we wanted to really demonstrate that, our commitment. not just by saying it, but actually doing things that would really support our small business. scott and henry and many others, benny and others who have been around us know that my favorite thing is to go to a neighborhood commercial corridor like terra val or out in the sunset noriega and have meals or breakfast or a cup of coffee and really find out all the distinctions that each neighborhood has to

dpw. i see sfmta as well as tjpa. then i see a small nonprofit group. is there some kind of weighting of the scores or is everyone on equal footing in this application process? >> [speaker not understood] actually have to be an eligible applicant to apply. you have to have what's called a cooperative master agreement in place with the state department of transportation. this particular nonprofit does not have that agreement, so, their project would need to be sponsored by an agency that does have this agreement, mta, dpw, the port. >> right. >> dph. we have been working with this agency, the executive director of api and also the mta, to figure out what's the best way to move the scope of this project further either integrating it into mt's existing old program curriculum and outreach, or whether there needs to be a stand alone project. we're also in communication with dph on this issue. we're trying to figure out what's the best way to move this project forward. >> okay, good, i'm glad to hear [speaker not understood]. i'm under the impression apri has reached out to dpw to work as c
come together between rec and park and the port and, of course, our dpw department. i want to thank the mayor and your commissioners for really helping to see this through. and i want to take a moment and thank the community. so many of you here are our merchants, are our members of labor, are our neighborhood leaders who have really come together. we see representatives from our hotels, folks who represent every type of business along in waterfront big and small. but for your support over the years, we wouldn't be here today. when i came in office four years ago, i was told by the constituents of these neighborhoods that we needed to invest in our waterfront. and four years later we're on the eve of cutting the ribbon for the explore atorium. * we just passed a bond measure that will bring two waterfront parks a few blocks from here. this won be possible but for the vision and the foresight that we all have about what we want a 21st century waterfront to look like. i want to thank you for that. i don't see any of my colleagues here. i'm going to say the following. i think this may

the engineering group. we have dan -- who i see i missed. excuse me. we have dpw who did the design for the area. we have them with the living classroom and maybe it was going to be in another area but it's going to be here at the port of san francisco and had the help of a number of agencies and the parks department and keeping as gorgeous and welcoming as it is. this part was not a park for long. originally this was supposed to be a terminal and imagine if we can containers stacked around here. instead we have a place for humans to come and enjoy, dogs to come and enjoy, the children come and learn about the natural habitat about one of the areas that is best weather wise and we are proud to reinvent ourselves and use our ability to make it all better. i would like to thank the mta with their vision and the blue green way on cargo lane and of course last but not least the park of rec and park and without them we wouldn't be here today having this great celebration and i hope you come back with your dogs, with your families and picnic and enjoy yourself very much so thank you again. of the engineering staff from here at the port, an engineer from san francisco puv, and engineer from dpw. all three have experience here in the city and working with contract engineering firms. the process they went through -- they submitted initially as part of the response a written proposal. the team reviewed those proposals and scored them. each of the team was invited to make an oral presentation and answer specific questions to the team and those presentations and answers were scored as well. hrc staff reviewed each of the proposals and awarded bonus points and a letter is attached to the item. all three of the winning teams actually received the bonus points, and again those were parsons and jb and deangelo, ags so each of the master contracts will have a three year term and with an option of the port to extend them for additional year. each contract will have a not to exceed limit of 1.5 million dollars over the total life of the contracts. i am happy to answer questions that the commission have and we have peter here to answer any questions you have. >> so moved. >> second. >> any pub

with either dpw or our public utilities commission or our parks, recreation and parks department and we're open to those kinds of collaborations'. the committee challenge grant is an excellent model. without anybody's knowledge, i still call the director and say what is going on. dpw tried to keep out of their business. now our city [inaudible] i am reaching in to find out, what are those great things the neighbor rwanda to do and i would like to go out there and visit them. i signed off last year in 2011 the urban agriculture " ordinance. the ordinance for us was another reflection of city policy with the board of supervisors that we wanted to increase the opportunities for folks to grow crops. to grow agriculture, to be able to sell it if they so wish to to so we could have folks that already have that experience, but not necessarily at the corporate level. our urban agriculture is important to us. we have identified a number of abandoned lots all over the city and we would love to again excite volunteers and people who are interested in urban agriculture and the ability to distribute
